If you sell small, light items to buyers abroad, USPS First Class Package International Service (FCPIS) is the USPS service built for them. On Shippo, an 8 oz package costs $18.48 to Canada, $21.95 to the UK and $23.62 to Australia, and it can weigh up to 4 lb and be worth up to $400. Use it to price international orders by weight, set honest delivery expectations, and know when another service is the better buy.
It depends on two things: the package's weight, rounded up to the next ounce, and the destination country's price group (IMM 253). Canada is in price group 1, and the UK, Germany and Australia all cost more in our pull. Postage bought through approved online postage providers gets lower Commercial Base prices than the Post Office counter.
| Destination | 8 oz | 1 lb | 2 lb | 4 lb |
|---|---|---|---|---|
| Canada | $18.48 | $24.69 | $27.65 | $39.59 |
| United Kingdom | $21.95 | $30.34 | $33.98 | $53.43 |
| Germany | $20.75 | $27.92 | $31.27 | $54.10 |
| Australia | $23.62 | $39.16 | $43.86 | $65.75 |
Shippo rates pulled Oct. 12, 2026, for a 9×6×3 in box shipped from ZIP 94117 (San Francisco, CA) to Toronto, London, Berlin and Sydney, declared as one cotton t-shirt worth $40. Your rate will vary by destination and weight.

FCPIS prices move in steps. In our pull to Canada and the UK, 1, 2, 4 and 8 oz all cost the same, and the price jumped at 9 oz, 17 oz, 33 oz and 49 oz:
| Package weight | Canada, FCPIS | UK, FCPIS | Canada, Priority Mail International | UK, Priority Mail International |
|---|---|---|---|---|
| 1–8 oz | $18.48 | $21.95 | $42.14 | $67.44 |
| 9–16 oz | $24.69 | $30.34 | $42.14 | $67.44 |
| 17–32 oz | $27.65 | $33.98 | $45.51 | $74.42 |
| 33–48 oz | $36.57 | $46.33 | $48.81 | $79.51 |
| 49–64 oz | $39.59 | $53.43 | $52.12 | $85.57 |
Same setup as above, pulled Oct. 12, 2026, testing 16 weights from 1 oz to 64 oz.
Weigh the sealed package, not the item, because the mailer and filler often push an order into the next step. A t-shirt that weighs 10 oz once it's packed costs $30.34 to send to the UK. Get it to 8 oz with a lighter poly mailer and no tissue paper, and it costs $21.95, saving $8.39 on one label.
Priority Mail International is priced differently: one rate up to 1 lb, then it rises by the pound. So the gap is widest on light packages. To Canada it shrinks from $23.66 at 8 oz to about $12 or $13 above 32 oz, and at that point Priority Mail International's included coverage can be worth the extra. To the UK the gap stays above $32 at every weight.
USPS doesn't publish a delivery time for First Class Package International. Its product page says only that delivery varies by destination, and the International Mail Manual sets no delivery standard for it. The "1 to 4 weeks" or "7 to 21 business days" you'll find on other sites don't come from USPS.
The wait depends on more than USPS. Your package goes to a USPS international processing center, flies to the destination country, clears that country's customs and is then delivered by the local postal service. A customs hold or a slow last leg adds days that no one in the U.S. can predict.
For the holidays, USPS recommends sending FCPIS packages by Wednesday, Dec. 9, 2026 for delivery before Dec. 25, to every region. Priority Mail International has the same date, and Priority Mail Express International is a week later.
At checkout, describe FCPIS as economy shipping with no guaranteed delivery date. If a buyer needs an order by a certain day, offer a service with a published window. USPS says Priority Mail International reaches many major markets in 6 to 10 business days.
To 80 countries, yes. FCPIS includes delivery confirmation at no extra cost to the countries USPS lists in IMM Exhibit 252.22, including Canada, the UK, Germany, France, Australia, Japan, Mexico and most of the EU. USPS notes that limitations may apply for some of them. To those countries you'll see the delivery date and time, or the date of an attempted delivery.
To every other country, USPS doesn't offer delivery confirmation, so the tracking may stop once the package leaves the U.S. and you may never see a delivery scan. If you ship to a destination that isn't on the list, plan for having no proof of delivery.
On some packages to confirmation countries, you can add USPS Tracking Plus, which keeps the scan history for longer. It doesn't add scans.
When a buyer asks where their order is, send them the tracking number and let them know their local post can look it up too.
FCPIS includes no insurance. On FCPIS packages with delivery confirmation, USPS offers no refunds, inquiries or claims (IMM 252.24), and it reserves international inquiries for services such as Priority Mail International and Priority Mail Express International (IMM 921). Registered Mail, an add-on that used to be available with FCPIS, stopped being offered with it on Jan. 1, 2026. So if an FCPIS package disappears, you replace or refund it yourself, which gets expensive on a $300 order.
Priority Mail International and Priority Mail Express International each include up to $100 for documents and $200 for merchandise, according to Shippo's list of USPS services. You can also add shipping insurance in Shippo when you buy a label, but it isn't available for untrackable service levels or some countries, so check whether it's offered for your FCPIS destination. The cost-benefit guide to shipping insurance helps you decide when it's worth paying for.
An FCPIS package can weigh up to 4 lb and be worth up to $400. Boxes and envelopes can be up to 24 in long and 36 in when you add length, height and depth together. The limits come from IMM 251 and IMM 252:
| Limit | Boxes and envelopes | Rolls and tubes |
|---|---|---|
| Maximum weight | 4 lb | 4 lb |
| Maximum value | $400 | $400 |
| Maximum length | 24 in | 36 in |
| Maximum combined size | 36 in (length + height + depth) | 42 in (length + twice the diameter) |
| Minimum size | 6 × 4 in on the address side | 8.25 in long; 12 in length + twice the diameter |
The label, address and customs form all have to fit on a side at least 6 × 4 in, so a tiny jewelry mailer won't qualify, while a 6 × 9 in poly or bubble mailer will.
Some things can't go at all. Lithium batteries are allowed only when they're installed in the device they power, within strict size limits (IMM 135.6). Perfume containing alcohol, nail polish and aerosols are on USPS's list of items you can't mail internationally, and each destination adds its own restrictions in its IMM country listing.
Every FCPIS package needs a completed customs form, PS Form 2976 or 2976-A, sent electronically. Since Sept. 1, 2025, USPS has required a 6-digit HS code for each commercial item. Describe the item and its material, like "women's cotton t-shirt", because a one-word description such as "gift" can get a package held.
On Shippo, duties and taxes are the buyer's to pay. USPS labels bought in Shippo ship Delivered Duties Unpaid, so the recipient pays any charges to their local post or customs before delivery. Let buyers know before they order that they may owe something on arrival, because a package with unpaid charges can be refused and sent back. Thresholds differ by country. Canada, for example, charges no duty or tax on mail worth CAD $20 or less, and the guide to shipping to Canada covers what applies above that.
The EU has changed the most this year:
In Shippo, the customs declaration is created from your order's item details, so you don't retype it for each package. For EU orders, the web app flags any item missing a product identifier, and you can't continue until it's filled in.
FCPIS is a good fit for light, low-value orders where the buyer picked the cheapest shipping. Look at another service when:
In Shippo you can compare FCPIS with other international services for each package, by price and by what's included, before you buy.
Yes. When USPS launched USPS Ground Advantage on July 9, 2023, it folded the domestic First Class Package Service into it, but the international service kept its name. If you're shipping inside the U.S., the USPS First Class Package Service guide explains what replaced it.
FCPIS prices rose an average of 5.9% on Jan. 18, 2026 (Postal Bulletin 22693). USPS's temporary 2026 price changes for the holidays and for transportation costs cover domestic services only, so they don't affect FCPIS. USPS also suspends service to some countries when it can't get mail there, and its international service alerts list which.
First-Class Mail International is for letters, postcards and large envelopes, and it can carry correspondence and documents but no merchandise. First Class Package International is for merchandise up to 4 lb and $400, with a customs form. So even a sticker sheet or a print you sold ships FCPIS, though it would fit in an envelope.
No. USPS prices FCPIS by weight, per ounce or fraction of an ounce (IMM 253), and the IMM sets no dimensional-weight rule for it, so box size only matters for the size limits. UPS, FedEx and DHL apply dimensional weight to many international services, so a light but bulky box can change which option quotes lowest.
On the customs form you choose return to sender or abandon. Returned FCPIS packages are generally exempt from return charges (IMM 771), while packages marked abandon usually aren't returned. Pick return for anything you want back, and keep your return address current.
Yes. List each item on the customs form with its own description, HS code, quantity and value. The $400 limit applies to the whole package, so a bundled order worth more than that needs a different service.
No. Military and diplomatic addresses get domestic mail services such as USPS Ground Advantage or Priority Mail, even though they still need a customs form.
